Over the past 15 months, ReefTO has engaged extensively with Traditional Owners across the Great Barrier Reef — through the Sea Country Forum in Gimuy, one-on-one discussions with Elders, Rangers, Directors, youth representatives and community members, and Regional Dialogues held around the Alliance building blocks. This builds on decades of yarning and lobbying stretching back to the first Sea Country Forums in the 1980s.
We have listened. We have gathered your perspectives, concerns, aspirations and ideas. And now we’re bringing it back to you.
The document below sets out the leading governance model for the ReefTO Alliance — how it’s proposed to be structured, who sits where, and how decisions will be made. It’s a strong foundation, but there are still details we need to work out together.

The proposed leading model for the ReefTO Alliance is a strong foundation, but there are still details we need to work out together.
We are inviting Reef Traditional Owners to provide feedback needed to finalise the model. There are two ways to do this; complete the online feedback form or reach out to us at engage@reefto.au with your feedback, or to arrange a call.
The leading model is open for formal comment until Tuesday 30 June 2026.
